Rules for reporting consumption accounts
A consumption statement must be sent to the tenant no later than 4 months after the end of the financial year. If the statement concerns expenses from a public utility, e.g. natural gas or district heating, it must be sent no later than 3 months after the landlord has received the final settlement from the utility if this date is later than 4 months after the end of the financial year.
A consumption statement must contain information on how to complain to the tenant. It must state that the tenant can submit a written objection within 6 weeks of receipt of the statement if they believe that the statement is incorrect. If the accounts do not contain instructions for complaints, they are invalid.
